Encinitas is five communities stitched together, and the sewer laterals under them reflect that history. Old Encinitas and Leucadia along the coast hold 1950s through 1970s beach cottages on small sandy lots. Cardiff by the Sea climbs from the San Elijo Lagoon up the Composer District hills. New Encinitas was built mostly in the 1970s and 1980s, and Olivenhain kept its rural acre-plus parcels and converted from septic to sewer piecemeal.

Lots are small, so laterals are short, but the native sand drains fast and migrates into any leaking joint, leaving the pipe suspended over a void. Cardiff and the hillside parts of the Composer District sit on sandstone and clay-rich terrace soils that hold water and shift with the season. Homes from the late 1940s through the 1960s may have Orangeburg fiber pipe, which flattens with age.

New Encinitas and Village Park tracts of the 1970s and 1980s are largely slab-on-grade with ABS laterals. ABS resists roots far better than clay, but it is vulnerable to poor bedding, which produces bellies that trap solids, and to crushing where a driveway or heavy equipment passed over a shallow run. Olivenhain laterals are a mix of original septic-era plumbing and a newer plastic run to the street, sometimes 150 feet or more.

Nothing is decided until the line has been hydro jetted and a camera has recorded its full length with footage marks and a surface locate.

Fix the spot, not the line

A sectional point repair treats a short length of pipe, usually two to six feet, instead of the whole lateral. A short fiberglass or felt liner saturated with resin is positioned over the defect on an inflatable packer, pressed against the wall, and cured in place. The rest of the line is untouched. Where the defect cannot be lined, the alternative is a small excavation at that exact spot, made possible because the camera and locator have already marked it to within inches.

When it makes sense

One identifiable defect, or two or three close together, on a line whose remaining footage is sound: a joint crushed when a driveway was poured over it, a single root-intruded joint under a parkway tree, a break where the lateral crosses another utility trench, or the transition where under-slab cast iron meets the clay or ABS running to the street.

When it does not

If the camera shows the same defect at every joint, or channeling along the whole bottom of a cast iron line, fixing one spot moves the next backup a few feet down the pipe. A full liner costs more today and far less over the next few years.

A fair test

Ask to see footage of the pipe on both sides of the proposed repair. If it is clean for the full run, a point repair is honest and economical. If it is not, ask why a full liner was not proposed.

Which sewer agency serves my Encinitas property?+

Encinitas has two. Often, yes. Is sandy coastal soil a problem for sewer lining?+

Sandy soil is actually kind to lining and hard on digging. Trenches in beach sand slough and need shoring, and the water table near the lagoons and the Leucadia flats can be shallow, so an open excavation may fill with water. A cured-in-place liner avoids most of that. The one caution is that sand migrates into leaking joints and bellies, so the host pipe must be jetted clean and inspected for voids outside the pipe before lining. Where sand has washed away under the pipe and left a long sag, a sectional fix or bursting may be needed first.

Can roots from the big eucalyptus and Torrey pines in Leucadia be stopped permanently?+

A continuous liner removes the entry points. Roots do not grow through sound pipe; they enter at joints, cracks, and failed connections, and once a resin liner has cured into a single jointless tube from the cleanout to the main, there is no seam left to exploit. The exception is the connection at the main itself, which may be outside the lined section, and any branch connections that were reinstated by cutting through the liner. A good contractor will seal those reinstatements and show you the finished camera run so you can see them.
