Poway calls itself the City in the Country, and its sewer laterals show why. Old Poway and the Garden Road and Midland Road areas were built out in the 1960s and early 1970s on large lots that were often sold with a horse in mind. Green Valley and the slopes toward Rancho Bernardo filled in through the 1970s and 1980s, and the newer tracts around Twin Peaks and the eastern edges arrived in the 1990s. Poway's ground and the pipe beneath it

The city's signature soil is decomposed granite studded with weathered boulders, from fist-sized cobbles to outcrops larger than a truck. Builders threaded laterals around those boulders, so runs have more gentle bends than a flat-lot lateral. Decomposed granite drains quickly but erodes once water moves through it, so a leaking joint slowly washes out its own bedding and the pipe settles into a sag.
